State Treasury Loan Receipt


This document is a Provisional Subscription Receipt (Անդորրագիր) for the purchase of Armenian Treasury bond (Հայաստանի Անկախութեան Փոխառութիւն). Issued on August 30, 1920, during the final months of the First Republic of Armenia (1918–1920), it represents a critical state-building effort to generate internal revenue. The document was issued under the authority of the Ministry of Finance (Ֆինանսների Նախարարութիւն) and bears the printed name of the Minister, Abraham Gyulkhandanyan (Ա. Գիւլխանդանեան), a prominent political figure who later became a historian of this period.
The receipt confirms that a subscriber, Mr. Samson Baghtanian (Սամսոն Բաղդանեան), paid a substantial sum totaling 9,500 rubles toward the purchase of Armenian government bonds. This transaction was processed by the Yerevan branch of the Azov-Don Commercial Bank (Banque de Commerce de l'Azoff-Don), which acted as the authorized fiscal agent for the young republic.
Because the Sovietization of Armenia occurred in December 1920, shortly after this receipt was issued, it is unclear whether the definitive engraved bonds (Պարտատոմս) promised were ever issued by the government. This receipt remains a rare primary source illustrating the transition from Russian Imperial financial systems to an independent Armenian bureaucracy.
